This sentence confuses me:

relationships between a work and an entity that is the SUBJECT of the work - ?
For other elements - RDA includes a vocabulary encoding scheme - controlled list of terms. A substitute vocabulary encoding scheme could be used - as long as scheme is identified.
Wonder what Chapter 1 will bring?
Sure hope the examples are better in the rest of the RDA.
